Shakeup in Progress at Delta County Libraries

By Thomas Wills

(11.7.15)  The board of the Delta County Library District has placed District Director Annette Choszczyk on administrative leave. First unofficial reports from sources close to the local libraries claimed she had been fired but this is technically incorrect as of the present time.  Lea Hart has been named the interim District director. John Gavan, who has been the person in charge of District’s computer/communications systems, has resigned, apparently in protest of the board’s actions. In an e-mail to personnel on Wednesday, November 4, and shared with the Herald, the following was stated:

District Director Annette Choszczyk is on administrative leave. John Gavan has resigned. Lea Hart is our interim District Director.
… . During this time, Annette will not be present at the Libraries in any official capacity, nor will John, and they do not have access to staff areas or equipment.”

All library personnel were instructed to recite the following statement in response to inquiries:  “District Director Annette Choszczyk is on administrative leave as of 11/4/15. I have no details. Please call Board President Laura Earley with any questions or concerns.”

The e-mail also encouraged District workers to stick together during “this time of change.”

Choszczyk is a resident of the Paonia area. There has, according to sources who have contacted the Herald in the past, allegedly been some sort of ongoing friction on the District Board for some time about programs/improvements at the Paonia and North Fork Libraries versus the rest of the district. Under Choszczyk’s time as director the Library District has seen many strides forward and only a few mild controversies. In the North Fork she oversaw the construction of two new libraries at Paonia and Crawford along with many improvements that made the facilities much more useful to the general public. Choszczyk has also been an active community volunteer including serving on the board of the Blue Sage Center for the Arts.

The Delta County Library District, which maintains a staffed public library in almost all the municipalities in the county, is a special governmental district financed by a property tax mil levy.  Members of the board are not elected by the public but are instead appointed by the Delta County Commissioners.
